Cyber Attack Hits Georgian President’s Phone Call with CNN

Shortly after noon east coast time in the United States, CNN’s Wolf Blitzer attempted to interview Georgian President Mikhail Saakashvili by phone on his live news program. The first attempt was unsuccessful and the second attempted about ten minutes later was able to successfully connect President Saakashvili. President Saakashvili apologized for the missed connection earlier blaming the problem on a “cyber attack” against the Georgian VoIP phone system.
Biltzer wanted to get Georgian President’s firsthand account of the current situation with respect to the two day violent conflict that has broken out with Russian forces. The magnitude of the Russian military response has NATO and leaders around the world concerned and closely monitoring the situations. The disruptive cyber attack came shortly after reportedly President Mikheil Saakashvili ordered the ceasefire and communicated that message to the Russian side. Communications were eventually established via satellite phone system that is much less susceptible to cyber attack and other military jamming techniques. This specific attack came just hours after reports that cyber-attack appears to have crippled a number Georgia's websites.
The ability to disrupt an advisory’s communications has always been a military tactic and that is what makes the Internet a prime target. “This is a sign of things to come” said Steve Idelman - CEO of Solutionary a leading security firm. Cyber warfare strategies, tactics and weapons are relatively new. One thing is certain, given the increased number and sophistication of the tactics used in cyber attacks, cyber warfare capabilities are at the top of military wish lists of an estimated 140 countries. Cyber war is now a part of modern warfare.

Obama Gets Tough on Cyber Attacks

Military leaders have called cyber attacks "the most significant threat of the 21st Century."
Now presidential candidates begin to speak out on this national security issue.
Each and every day cyber skirmishes occur around the world and it may be just a question of time before one of these skirmishes escalates to a full blown cyber war. Kevin G. Coleman a Senior Fellow and Strategic Management Consultant with the Technolytics Institute looks at Barack Obama's speech yesterday addressing national security and the threat of cyber attacks. In Obama’s speech he spoke of cyber attacks in the same breath as nuclear and biological weapons. Coleman, the former Chief Strategist of Netscape, is a respected authority on the subject of cyber war and security said in his review, “Cyber spies are snooping, cyber armies are massing, cyber criminals seem to act and at will at the same time as terrorist groups issue press releases about their newly formed “cyber jihad” units” He went on to say that “an unprotected computer is a cyber weapon waiting to be loaded and used by criminals, terrorists or rogue nation states!” and called for less talk and more action. Clearly, cyber attacks will be a critical issue facing the winner of the upcoming presidential election. Obama has been portrayed as weak in the area of national security experience. There is little question there will be much more discussion of cyber attacks coming from both political camps as we move closer to November.

Cyber Warfare Doctrine Published

The tenets for cyber warfare must be developed and integrated into a flexible
framework for decision making about this new method of warfare that military
leaders have called "the most significant Threat of the 21st Century."
Lots of attention has recently been given to the threat of cyber attacks and the issue of cyber warfare. U.S.
Secretary of Defense Robert Gates, and NATO Defense Ministers along with many others around the world have
expressed their concerns about recent cyber attacks and the risks of cyber conflict including acts of cyber
terrorism. The Cyber Warfare Doctrine is thought to be the first step required to create a meaningful dialog about
exactly what constitutes an act of cyber war and what offensive and defensive cyber capabilities need to be
developed as well as what international laws need to be adopted to step the proliferation of cyber weapons and
cyber attacks by nation states, extremist groups, organized crime and terrorist organizations. A report by Spy-
Ops suggests that as many as 120 countries already have cyber weapons development programs in place as
well as an untold number of extremist groups and terrorist organizations. The summarized version of the
whitepaper is published in the issue #56 of Eye Spy Intelligence Magazine that is currently available.

TITLE:Warning on Software Espionage
Technolytics warns of the growing threat of software espionage. The country has become addicted to computer and information technology. Last year an estimated $725 billion of the world’s computers and information technology was purchased by the United States. These technologies have become so entwined into our business and personal lives it is difficult to imagine how we would function if one day computer stopped working. Privileged Insiders (like employees) and privileged outsiders (like contractors / temps) and those who infiltrate commercial software development companies have all become significant threats to computer systems. Data collected during the research suggests that approximately 75% of organizations have had incidents of computer espionage that was directly linked to the three classifications of insiders. In one incident a company’s data was held for a ransom of $1 million by a former employee. While another recent incident involved a computer consultant with a Top Secret security clearance inserting malicious code into the U.S. Navy’s submarine tracking system. The threat is growing and is now one of the greatest cyber threat to organizations and a national security threat according to the report. The Executive White Paper is authored by Kevin G. TITLE:Mortgage Fraud Training Programs Released
The combination of a cooling in the housing market, increases in interest rates and lax policies have all contributed to the significant increase in mortgage and real estate fraud. A recent report produced by the Financial Crimes Enforcement Network stated suspicious activity reports pertaining to mortgage loan fraud increased by 1,411 percent between 1997 and 2005. This trend continued in 2006 with 7,093 reports filed on suspected mortgage loan fraud during the first quarter. This represents an increase of 35 percent over the same time-period of the previous year. CELL PHONE CALL DATA SECURITY ADVISOR
The Technolytics Institute Center for Security and
Intelligence issued a “RED” level
advisory regarding the sales of Cell Phone Call Data by as many as 100 web
sites. This advisory provides a few examples how this data can be used for competitive
gains, create HIPAA violations and be a tool for insider trading. In addition,
it points out that if left un-checked, the illegal sale of call data could
create a black-market for the sales of cell phone numbers belonging to
executives, government officials and celebrities. Also included are four
required actions that need to take place immediately.
FACT: To test this issue, the FBI paid one data
broker $160 to buy the records for an FBI agent's cell phone and received the call
data within three hours.
